Keith Plaster brings over 30 years of leadership and technical expertise to Panacea. As Founder and President, he oversees all aspects of the firm’s construction operations and business administration, including project coordination, certification management, contract proposals, bidding, scheduling, budgeting, bonding, and subcontractor and Contracting Officer engagement.

Keith’s background spans heavy civil, vertical construction, and mechanical systems, with specialized proficiency in building controls, energy management systems, HVAC, chillers, boilers, and testing and balancing. His deep technical knowledge is matched by hands-on experience in the safe operation and maintenance of steam power plants, including coal and gas-fired high-pressure boilers, centrifugal chillers, generators, and auxiliary systems.

His strategic oversight ensures Panacea delivers high-quality, compliant, and safety-focused solutions across government and commercial projects.

Military Service

United States Navy Machinist Mate Petty Officer 2nd Class

USS Albany (SSN-753), Fast Attack Submarine, Norfolk, VA  1990–1996

Keith served with distinction aboard the USS Albany, where he was responsible for the operation and maintenance of complex mechanical systems, including high-pressure hydraulics, air and refrigeration systems, potable and seawater cooling systems, and emergency power generation. He was qualified as a Sub Safe Quality Assurance Inspector and Supervisor, and uniquely triple-qualified as “Auxiliary Man of the Watch”, “Machinery Room of the Watch”, and “Chief of the Watch”.

As the division’s leading petty officer, he supervised a 12-man team in maintaining critical safety and casualty control systems, authored a Navy Submarine Qualification Manual, and led weekly technical training for a 135-member crew.
